Haneda Airport has public observation decks in Terminals 1, 2 and 3. They are outside the security checkpoints, so travelers and non-passengers can visit without a boarding pass. The best deck depends on your terminal, available time and whether you want daylight aircraft views or a late-night stop.

Terminal 3: the easiest choice for a long layover

Terminal 3’s deck is on the fifth floor and is open around the clock under normal conditions. On a clear day, the official airport guide says Tokyo Tower and Tokyo Skytree may be visible. At night, runway lights and international aircraft make it the most atmospheric of the three.

The deck is before security. If you are departing, leave enough time to return to check-in, security and your gate. A good view is not worth missing the airline’s boarding deadline.

How much time should you allow?

20–30 minutes if you are already in the correct terminal.
45–60 minutes if you want photographs or are visiting with children.
Add transfer time if your flight uses another terminal.
Check your flight terminal again on the day; international operations can use Terminal 2 or Terminal 3.

Practical tips

Use the free terminal shuttle or public transport if you need to change terminals; do not assume they are a short indoor walk apart.
Secure hats and loose items in strong wind.
Keep children back from railings and moving doors.
Avoid tripods when they obstruct circulation.
